Frontier Large Model Risks, Safety and Governance (CN)

On April 27, 2024, the 2024 Zhongguancun Forum AGI Conference was held at the Zhongguancun National Innovation Demonstration Zone Conference Center. The forum was hosted by the Beijing Municipal Science and Technology Commission, the Zhongguancun Science Park Administrative Committee, and the People’s Government of Haidian District, Beijing. It was organized by the Beijing Institute for General Artificial Intelligence, Peking University Institute for Artificial Intelligence, Peking University School of Intelligence Science and Technology, and Tsinghua University Department of Automation, with Concordia AI as a co-organizer. The forum brought together top experts and scholars from home and abroad to share the latest technology trends, invited industry experts to showcase cutting-edge scientific achievements, and attracted business leaders to discuss industry development opportunities.

A major highlight of this forum was the joint release by Concordia AI, Peking University Institute for Artificial Intelligence, PKU-Wuhan Institute for Artificial Intelligence, and Beijing Institute for General Artificial Intelligence of the report “Responsible Open Sourcing for Foundation Models: Beyond the Binary Opposition of Open Source vs. Closed Source—The Connotations, Practices, and Solutions of Responsible Open Source.”

Open source foundation models have become one of the important drivers of innovation. How to balance development and security is crucial, but there are many debates in this field that need to be clarified. This report analyzes the main debates around open source AI from a security governance perspective, systematically reviews the policy orientations of various countries on open source AI governance, and recommends moving beyond the binary opposition of open source vs. closed source to promote and suggest pragmatic solutions for responsible open source.
