What is Concordia AI?

Concordia AI (安远AI) is an independent AI safety organization, with offices in Beijing and Singapore. We advance AI safety and governance by conducting research, advising leading AI companies and policymakers, and promoting international dialogue.

What does Concordia AI do?

Concordia AI works to steer the development of AI so that humanity captures its benefits while avoiding its greatest risks. We do this in three ways:

  • Identify risks through research and safety evaluations
  • Mitigate risks by developing technical and policy solutions
  • Convene global actors to prepare for and respond to these risks

In China and Singapore, we advise government bodies on AI safety and governance. In China, we help shape AI policy by serving on standards committees. We also work with leading Chinese AI developers to build robust safety practices, evaluations, and compliance.

Internationally, we publish English-language research on AI safety in China and Singapore. We also convene Chinese, Singaporean, and international experts on shared challenges such as agentic AI security, biosafety evaluations, and managing crises enabled by AI.

In short, we are part think tank, part third-party safety evaluator, and part convener.

Who is behind Concordia AI?

Concordia AI was founded in 2020 by Brian Tse, who has worked on AI governance for nearly a decade. He leads the organization alongside Liang Fang, Head of AI Safety and Governance in China, Kwan Yee Ng, Head of International AI Governance, and Yunxin Fan, Head of Operations.

Our growing team, currently around 20 full-time staff, combines Chinese, Singaporean, and international colleagues from half a dozen countries. We recognize AI safety is an interdisciplinary problem and team members bring backgrounds in machine learning research and engineering, biology, cybersecurity, public policy, political science, law, and communications. Some have worked at technology companies such as Baidu, ByteDance, and Microsoft. Others come from the United Nations, Singapore’s public sector, and universities including Oxford, Cambridge, PKU, and Harvard. Meet everyone on Our Team page!

How is Concordia AI structured?

Concordia AI is an independent organization with offices in Beijing and Singapore.

  • Beijing: Most of our team is based here, where we operate through a limited liability company that received social enterprise certification under Beijing’s social enterprise certification programme in 2023. Certification followed a rigorous assessment of our mission, governance, impact, and financial sustainability. As part of this, our Beijing entity committed to allocating at least 35% of annual after-tax profits to public-benefit activities or its own development. In practice, all of our funds go to our mission, either directly or as operating costs.
  • Singapore: Our Singapore office operates as a not-for-profit Public Company Limited by Guarantee (CLG) with no share capital.

Concordia AI has no outside shareholders or investors.

How is Concordia AI funded?

We are primarily funded by donations. The majority of our funding comes from philanthropic organizations and family offices in China, Singapore, and Europe that share our commitment to safe AI.

A small minority of our funding comes from consulting fees. AI companies and related organizations pay us to run safety evaluations, write reports and frameworks, and advise on compliance with major regulations.

Is Concordia AI affiliated with the government?

No. Concordia AI is an independent organization. We do not speak for or represent any government.

We do not accept donations from governments or political organizations. This is a core policy: our value depends on our independence.

Like many other organizations working on AI policy, we engage with governments. We serve on standards committees, provide expert input when consulted, and collaborate on AI safety and governance events. We do so as independent experts.

How do you stay independent?

To protect our independence, donations do not confer funders rights to appoint board members, vote on our governance, receive a share of our profits, or determine our research findings.

We retain independent judgment over our research findings. While publication is subject to agreed confidentiality, intellectual property, and responsible disclosure requirements, we do not grant funders, clients, or partners a right to suppress findings merely because they are unfavorable. Where conflicts of interest may arise, we will either disclose them or decline the engagement.

To ensure the independence and credibility of our third-party AI safety evaluations, we maintain a robust Conflict of Interest Policy. Additionally, we have completed a self-assessment against the AEF-1 standard for independent evaluators.

Who do you work with?

AI developers. We have partnership agreements with leading Chinese AI labs, including DeepSeek, MiniMax, Z.ai and others, as well as leading companies like Huawei. We support their safety work, depending on the engagement, by developing risk management frameworks, running safety evaluations on their models, advising on regulatory compliance across major jurisdictions, and jointly conducting cutting-edge safety research.

Research institutions. We collaborate with leading institutes and think tanks in China and globally, including Shanghai AI Lab, Tsinghua University’s Institute for AI International Governance (I-AIIG), Carnegie Endowment for International Peace, the Oxford Martin AI Governance Initiative, and Tianjin University’s Center for Biosafety Strategy Research.

Standards bodies and alliances. We are members of national-level standards committees and industry alliances in China, where we serve as AI safety experts.

Convenings. We have organized AI safety and governance forums and workshops at major events, including the World AI Conference in Shanghai, the International Scientific Exchange on AI Safety (ISE) in Singapore, and the Beijing Academy of AI’s BAAI Conference.

See our Partnerships page for a full list.

Where can I find your research?

Our key publications and research outputs include our flagship State of AI Safety in China reports, our AI Safety in China newsletter and our AI Risk Monitoring Platform. More is available on our Research page. We publish in both English and Chinese.
