
Brian Tse
Bio
Brian drives the organization’s mission and growth, focusing on ensuring AI is developed safely for the common good. He serves as an AI Governance Advisor to the World AI Conference, an Expert Member of China’s AI Industry Alliance, and is also a Policy Affiliate at the Centre for the Governance of AI. Previously, Brian was a member of the consultative network to the United Nations High-Level Advisory Body on AI, and a Senior Advisor to the Partnership on AI.

Liang Fang
Bio
Liang leads Concordia AI’s advisory work on AI policy and standards development in China. He serves as an expert member of China’s AI Industry Alliance and has participated in the development of multiple AI safety and governance standards. Liang was formerly a senior technical consultant at Baidu, where he spearheaded the research and implementation of AI ethics frameworks. He has also contributed to several Chinese government policies on AI and science & technology.

Kwan Yee Ng
Bio
Kwan Yee leads Concordia AI’s work to promote international coordination on AI safety and governance. She writes for the International AI Safety Report, a comprehensive synthesis of advanced AI risks and capabilities supported by over 100 experts and multiple countries. She is also a research affiliate at the Oxford Martin AI Governance Initiative and previously worked with Professor Wang Jisi at the Peking University Institute for International and Strategic Studies as a Yenching Scholar.

Jason Zhou
Bio
Jason manages Concordia AI’s English-language research initiatives, including the State of AI Safety in China reports, our Substack, and numerous other projects. He previously worked as a Business Advisory Services Manager at the US-China Business Council’s Beijing Office. Jason received a master’s degree from Tsinghua University as a Schwarzman Scholar.

Weibing Wang
Bio
Weibing manages Concordia AI’s research on safety evaluation and governance strategies. He previously worked as a Senior Research & Development Engineer at Baidu, leading work on infrastructure, engineering efficiency, cloud-native technology, and LLM inference. He later produced independent macro research and writing on AI development trends, safety risks, and solutions. Weibing graduated from the School of Physics at Peking University.

Yuan Cheng
Bio
Yuan manages Concordia AI’s partnerships and consulting with frontier AI labs on safety and governance. Previously, she worked in ByteDance’s Global Public Policy and Corporate Social Responsibility team, leading policy and compliance programs for international products like TikTok. She also worked for several international and non-profit organizations in humanitarian aid and community development. Yuan holds a bachelor’s degree in Law from Fudan University and a master’s in International Relations and Diplomacy from Leiden University.

Yawen Duan
Bio
Yawen manages Concordia AI’s technical AI safety initiatives, developing safety policies for frontier AI labs and collaborating on academic research. He is a Future of Life Institute AI Existential Safety Fellow and has conducted AI safety research at UC Berkeley and the University of Cambridge. His works have been published at conferences such as CVPR, ECCV, ICML, ACM FAccT, and NeurIPS. Yawen received an MPhil from the University of Cambridge and a BSc from the University of Hong Kong.

Jonathan M. Lee
Bio
Jonathan is based in Concordia AI’s Singapore office, where he manages research initiatives and projects that foster international collaboration on AI safety and governance. He brings extensive public sector experience from previous roles in foreign affairs and defense in the Singapore government and has worked with leading AI labs on model fine-tuning. Jonathan holds degrees from the University of Cambridge, Nanyang Technological University and the London School of Economics.

Yunxin Fan
Bio
Yunxin leads branding strategy, communications and talent operations for Concordia AI. She previously worked as Senior Account Manager at Dentsu Aegis, developing international media strategies for major tech companies and venture capital firms. Prior to that, she worked at Caixin, China’s premier finance and economics publication, and at the Economist Intelligence Unit as a consultant. Yunxin holds degrees from Harvard University and Georgia Institute of Technology.

Muzhe (Yessi) Li
Bio
Yessi manages Concordia AI’s finances, human resources and organizational infrastructure. She was formerly a Sequoia Fellow and worked at Genki Forest as a Strategy Analyst and Product Manager. Earlier in her career, she worked as a Product Manager on Didi Global’s International Product Team. Yessi holds a bachelor’s degree in Computer Science and Philosophy from the University of Oxford.

Xinyuan Tian
Bio
Xinyuan manages Concordia AI’s finances and human resources. Previously, she worked as a Senior Program Coordinator at Peking University Berggruen Research Center, managing the Center’s programs in frontier science, technology and philosophy, as well as overseeing the Berggruen Fellowship program. Xinyuan holds a master’s degree in Law and Diplomacy from Tufts University.

Gabriel Wagner
Bio
Gabriel contributes to Concordia AI’s English-language research products, including the State of AI Safety in China reports and Substack newsletter. He is concurrently a Yenching Scholar at Peking University and previously worked as a science and technology policy analyst at China Policy, a strategic advisory firm. Gabriel holds a BA in International Studies from Leiden University, with a minor in Data Science and AI.
